Impulse control is becoming increasingly important
The necessary character traits are becoming increasingly rare, and propriety is increasingly being lost.
The temperament of a genus or species – including Homo sapiens – must be included as an essential part of the required quality assessment. Assessing conformation through scoring and description is no longer sufficient as the sole criterion for breeding selection.
We need temperament assessment as an equally important criterion – as a second pillar alongside conformation assessment – for selection in breeding programmes. In order to assess inner qualities without them being distorted by trainers, instructors or methods designed to mask innate behavioural traits, natural aptitude in terms of temperament is the most important selection criterion when choosing breeding stock.
What is required of a horse must apply equally to Homo sapiens: as a prerequisite for assessing their suitability to carry out their work.
An example: the Head of the Animal Breeding Department passes the technical examination of his vocational training with flying colours – technically, it could not be better. Collaboration would therefore be highly desirable – yet it is personally prevented by Christian Stricker.
The real test lies in character: His conduct in office is based on his own denigration of the justified, unyielding demand for approval as the umbrella organisation of Haflinger-Pentagon Sàrl-GmbH – represented in particular by Hansruedi Vonlanthen, born in 1937.
In this battle of arguments, the only things that count are the facts, the truth and the moral philosophy underpinning the line of reasoning – as opposed to the vexatious and ruinous behaviour, perpetuated over decades, of a federal civil servant, the head of department Christian Stricker.
This manipulator of the law within the BLW’s specialist department is endowed with an almost enviable immunity and seemingly guaranteed protection from prosecution – a protection that reinforces the ‘not guilty’ approach: excusable in every respect, yet at the same time presented as 100 per cent authoritative.
Any attempt to verify his false claims fails due to the lack of a competent audit committee – meaning that any distortion of the law can be presented unhindered as fact, confession or indisputable truth.
The refusal to grant approval as an umbrella organisation – as an association of breeding organisations for a specific breed of horse – specifically affects the Haflinger breed: Responsibility lies with the breeding organisations maintaining closed and open stud books, whilst two sections outside the breed that maintain stud books – the ‘Edelblut’ Haflingers and the register of horses ‘resembling Haflingers’ without proof of pedigree – are responsible solely for managing cross-breeding.
This refusal can only be described as the utmost form of harassment. Every foal born in Switzerland is entitled to registration in the studbook to which it is entitled, to a UHLN under the UELN system, and to its certificate of origin and affiliation, the ‘Certificate of Origin’, as a birth certificate.
